In times of conflict and crisis, addressing human needs must be the top priority. However, attending to the welfare of uncontrolled stray animal populations is essential, as it not only benefits the animals but also positively affects the environment and the community.
When conflict struck Ukraine in February 2022, millions of people were displaced, forced to leave behind their beloved pets as they fled with only what they could carry. This led to a surge in the number of abandoned animals on the streets. In the initial year of the conflict, the UAnimals organisation reported a staggering 60% rise in the number of cats and dogs in shelters. However, the ongoing fighting has caused extensive damage to many of Ukraine's animal shelters, leaving them unable to care for the influx of stray and abandoned animals amidst dwindling resources. As a result, these animals now find themselves in desperate need of food, veterinary care, and safe shelter.
The Multifaceted Approach of the ‘Ukraine Emergency Response’ Project
In February 2024, Wildlife and Welfare launched a critical new initiative, the 'Ukraine Emergency Response Project', to provide vital support to the countless stray dogs, cats, and other animals suffering the devastating consequences of this conflict. This comprehensive initiative collaborates with a broad network of veterinary clinics, animal shelters, and volunteers across Ukraine.
Key components of the project include:
Distributing food donations to feed hungry stray dogs and cats
Implementing large-scale sterilisation programs in partnership with reputable Ukrainian veterinary clinics, to help humanely manage the animal populations and reduce their suffering
Facilitating the reconstruction of damaged animal shelters, to provide safe haven and medical care
Delivering emergency veterinary treatment to the most vulnerable animals

Why Helping Ukraine's Stray Animals Matters
Animal Welfare
Stray animals in war-torn areas are particularly vulnerable, often lacking access to food, clean water, and veterinary care, while enduring harsh weather conditions. Providing essential resources and shelter helps ensure their basic needs are met and prevents unnecessary suffering.
Public Health
A single female dog can give birth to more than a dozen puppies a year – or more than 80 during her lifetime.
Uncontrolled populations of stray or free-roaming animals can pose serious health risks to communities, including the spread of diseases and parasites such as rabies and toxoplasmosis. Contact with infected animals or their waste can lead to the transmission of zoonotic diseases, with serious consequences for human health.
Providing food and sterilisation programs helps manage the stray animal population, reducing the risk of disease transmission. Additionally, providing support to animal shelters ensures they can care for rescued animals, treating injuries and preparing them for adoption. Adopting stray animals also helps control their population, reducing the risk of disease spread.
Environmental Impact
The overpopulation of stray animals can have detrimental environmental impacts, including increased competition for resources with wild animals and disruption of natural predator-prey dynamics. Additionally, uncontrolled populations of stray animals can contribute to pollution through waste accumulation and the spread of disease. By controlling the stray animal population and preventing further breeding, the project works to mitigate these environmental pressures, promoting a healthy ecological balance.
Local communities
Stray animals can create nuisance and safety concerns within communities, including road traffic accidents, faecal pollution, noise disturbances, scavenging on open rubbish, and the risk of dog bites. By addressing the needs of stray dogs and cats and supporting the reconstruction of damaged animal shelters, the project aims to mitigate conflicts and contribute to the well-being of communities.
